In case there is need to change owner of the repeated action, Jira administrators can do that using “Edit repeatings” bulk change operation for multiple issues at one time available in Jira Navigator. Changing an owner is available only for administrators.

For single issue administrator oar - any user who can edit details of the repeating (see Managing permissions) can just go to issue, open details of the repeating and save it (click on “Repeat issue” button) - that user will be the new ownernew owner of the repeating.
